Market Notes

  • Handle and growth: Colorado generated $6.52 billion in total sports betting handle for 2025 (up ~5% from 2024). The market remains very strong in 2026 with typical seasonal patterns — January exceeded $630 million and volumes stay robust thanks to heavy mobile usage and parlay betting.
  • Market split: Mobile dominates with 99%+ of handle across 13–16 online skins (DraftKings, FanDuel, BetMGM, bet365, Caesars, Fanatics, Hard Rock Bet, Bally Bet, BetRivers, Circa, and others). Retail accounts for less than 1% at the limited casino sportsbooks in Black Hawk, Central City, and Cripple Creek.
  • Hold and tax: Statewide hold has averaged 9–11% recently. Operators pay a 10% tax on net sports betting proceeds (after promotional deductions). This generated roughly $43–$46 million in tax revenue for 2025, primarily funding the Colorado Water Plan and responsible gaming programs.
  • Regulatory note: A federal court ruling upheld the state’s ability to tax and regulate off-reservation mobile betting. Promotional deduction caps continue to tighten (down to 2% through June 2026). New sports betting reform legislation (SB 131) passed in May 2026 and includes restrictions on deposits, advertising, and push notifications to address problem gambling.
