- Handle and growth: Illinois generated $15.65 billion in total sports betting handle for 2025 (up ~11.7% from 2024). The market remains the second-largest in the U.S., with strong but slightly slower growth in early 2026 due to high taxes and fees.
- Market split: Mobile continues to dominate at 97–98% of handle across 10 online skins. Retail accounts for the remaining 2–3% at casinos and pro sports venues.
- Hold and tax: Statewide hold has averaged 9–11% recently. Illinois uses a progressive tax (up to 40% on high AGR tiers) plus a per-wager tax. This generated roughly $429–$560 million in total sports betting tax revenue for 2025 (including local taxes), funding education, infrastructure, and problem-gambling programs.
- Regulatory note: The Illinois Gaming Board oversees a highly competitive and heavily taxed market. Operators have responded to the per-wager tax with added fees and minimum bet requirements.
